Gmail composer goes to a simple popup, gives multitaskers freedom to fly

As much as Gmail shines when it's on the web, some of its most avid users stay in native apps for the multitasking; having to check a past message in the web client has usually meant putting the current draft on hold, or at least maintaining a near-photographic memory. Google wants to translate some of that desktop experience to the web through a new composition interface it's testing as of today. New messages start off in a shrinkable pop-up that lets us find old threads without having to put the new conversation on ice, even we're indecisive enough to leave multiple unfinished e-mail messages open. Other upgrades lurk in the background for the more focused among us, such as a pared-back composition interface, in-line photos and a reply box that dynamically adapts to the space it needs. Only those in the preview will see the Gmail update for now; Google is promising a wider launch in the months ahead that could save us all a few precious minutes each day.

Savile sex scandal spurs British soul searching

LONDON (AP) ? Jimmy Savile was one of Britain's biggest stars ? and, allegedly, one of its worst sexual predators. Now the nation is asking whether there was a link between one and the other.

Was this abuser at the heart of the nation's popular culture a product of the permissive 1960s and '70s, or do the conditions that let him get away with the abuse still exist, even as awareness of child sex abuse is more widespread?

"We're kidding ourselves if we think it is all hunky dory now, but obviously it was more lax," said Sarah Nelson, a child abuse expert at Edinburgh University. "The culture among disc jockeys at the time allowed a license you wouldn't get now."

Savile, who died a year ago at age 84, came to fame in an era of social transformation. He started out as a dance hall DJ in the early days of rock 'n' roll before breaking into television in the early '60s as host of the music program "Top of the Pops." Later he hosted "Jim'll Fix It," a TV show in which he made young viewers' wishes come true.

The rules of social and sexual behavior in Britain were changing in the '60s and '70s. Along with new freedoms came opportunities for abusers like Savile, whose career in the exploding world of popular entertainment gave him access to legions of star-struck young people.

"It was all opening up ? the pop stars, the glamour ? and he was able to take advantage of it because of course he became famous and he could introduce them to famous people, get them on 'Top of the Pops' and all that," said Max Clifford, Britain's best-known celebrity publicist.

Savile was further shielded from scrutiny by the notion that celebrities are larger-than-life figures who exist outside normal social constraints. With his brightly colored tracksuits, big cigars and aggressively jocular screen persona he appeared, to many, a harmless oddball ? one in a long roster of British eccentrics.

"The public made Jimmy Savile. It loved him. It knighted him," argued writer Andrew O'Hagan in the London Review of Books.

"A whole entertainment structure was built to house him and make him feel secure. That's no one's fault: Entertainment, like literature, thrives on weirdoes, and Savile entered a culture made not only to tolerate his oddness but to find it refreshing."

Savile's celebrity became a shield. So did his charity work, which brought him into contact with young people who were vulnerable ? students at a school for troubled girls, patients at a psychiatric hospital and a spinal injuries unit.

"He had a lot of power and influence, which is something you find with a lot of pedophiles who get away with it for a long time," Nelson said.

And, she added, "he was manipulative ? picking victims that either would not be believed or were discredited or were physically disabled and literally could not get away from him."

Since allegations about Savile were broadcast in a TV documentary in October, scores of women have come forward to allege that as underage girls they were abused by the late entertainer ? in his Rolls-Royce, in BBC dressing rooms, in the schools and hospitals he visited. Police say they have identified 300 potential victims of Savile and associates stretching back almost half a century.

Savile's behavior had spawned whispers and speculation. One former member of the BBC's board of governors said by the late 1990s Savile was regarded as a "creepy sort of character" and barred from the broadcaster's Children in Need charity telethons. But his behavior was never formally investigated by the BBC.

Youngsters made several complaints to police over the years, none of which led to charges. The chief of London's Metropolitan Police, Bernard Hogan-Howe, has apologized, saying police failed to piece together Savile's "pattern of behavior" from the disparate complaints.

British police vow that the Savile case will be a watershed moment in combating child abuse, and child protection authorities have stressed that awareness has increased enormously in recent years.

Scandals within several large institutions ? from the Roman Catholic Church to the Scouts ? have led to soul-searching and stronger rules to protect children, such as criminal record checks on those who work with young people.

Social attitudes have changed, too. Some of the sexualized depictions of young people produced 30 or 40 years ago make uncomfortable viewing now ? think of the child prostitutes played by the preteen Brooke Shields in "Pretty Baby" and Jodie Foster in "Taxi Driver."

But in popular culture, children and teenagers continue to be sexualized. Famous teens and their private lives remain tabloid fodder.

Among the British celebrities who received damages from Rupert Murdoch's now-defunct News of the World tabloid in the phone hacking scandal was singer Charlotte Church, who told a public inquiry that newspapers ran stories about her private affairs and sex life from the time she turned 16. Even earlier, one website set up a "countdown clock" to count the days and hours until she would reach the age of consent.

"That sense that we have sexualized youth is a much broader phenomenon than Jimmy Savile," said David Wilson, professor of criminology at Birmingham City University. "Why are there padded bras for 13-year-olds? Why are there pressures on boys to have six packs?

"We have taken comfort in the idea that we can blame him."

Child welfare groups hope the belated revelation of Savile's crimes will be a catalyst, encouraging more victims to report their abusers. The National Society for the Prevention of Cruelty to Children says the scandal has triggered a surge in reports of abuse ? both from the past and from the present.

But, say some, authorities still too often fail to listen to youngsters who report abuse.

Nelson, the child abuse expert, said the danger was that the Savile case "creates a storm for a few weeks" but changes little.

"In Britain, the child protection system is very bureaucratic," she said. "It relies on children to tell ? and most children don't tell. It relies on a criminal justice system that can be very aggressive to victims.

"It shouldn't take something like this to make people able to come forward to say this has happened to me, or this has happened in my family."

Romney faces scrutiny on aid in storm's wake

(AP) ? There's nothing like a natural disaster to test the depth of politicians' preference for small government.

And so it turns out that after after superstorm Sandy battered the East Coast, Mitt Romney is far more supportive of the government agency in charge of coordinating disaster relief. Only last year, as Romney hewed to the right while battling for the GOP nomination, he appeared to suggest in a debate that the Federal Emergency Management Agency should be shuttered and its responsibilities left to the states.

"Every time you have an occasion to take something from the federal government and send it back to the states, that's the right direction," Romney said at a debate last June. "And if you can go even further, and send it back to the private sector, that's even better."

Asked by moderator John King of CNN whether that would include disaster relief, Romney said: "We cannot afford to do those things without jeopardizing the future for our kids. It is simply immoral, in my view, for us to continue to rack up larger and larger debts and pass them on to our kids."

Now, a week before Election Day, after of a massive disaster, Romney's campaign is reassuring voters that his administration wouldn't leave disaster victims in the lurch. The public's attention is locked on the devastation caused by Sandy at a time when Romney and President Barack Obama are locked in a close presidential campaign. With Obama heavily involved in getting federal funds to those in trouble, the Romney campaign moved quickly to reassure the public it supports a strong program of storm relief.

"I believe that FEMA plays a key role in working with states and localities to prepare for and respond to natural disasters," Romney said in a statement supplied by his campaign Wednesday. "As president, I will ensure FEMA has the funding it needs to fulfill its mission, while directing maximum resources to the first responders who work tirelessly to help those in need, because states and localities are in the best position to get aid to the individuals and communities affected by natural disasters."

Wednesday's statement came after the candidate ducked a spate of opportunities Tuesday to personally clarify his position and the statement essentially endorsed the current disaster aid system.

But what the campaign wouldn't do is say whether a President Romney would insist that help for disaster victims be funded by cutting other programs in the federal budget, as many conservative Republicans insist.

Running mate Paul Ryan is squarely on the side of cutting other spending to pay for disasters. Earlier this year, he tried but failed to scrap a new system, established in the 2011 debt ceiling-deficit cuts deal, that boosts disaster spending and budgets help for victims of hurricanes, tornadoes and floods before they occur. House leaders rebuffed him, siding with Appropriations Committee members of both parties who like the new system.

What Ryan proposed is that when disaster strikes, lawmakers first scour the rest of the budget for savings to pay for rebuilding homes, roads and schools and helping small businesses.

That's easier said than done, especially since it can mean delays in getting aid out the door. Disasters like Hurricane Katrina ? and perhaps Sandy ? can prove so costly that it's difficult to find cuts in other programs big enough to pay for the aid.

As has been shown time after time ? especially as tornadoes and hurricanes rip through politically conservative states ? even the sturdiest tea party supporters become fans of government when it's doling out money to storm victims for motel rooms and other temporary housing or helping with house repairs.

That role fell Tuesday to New Jersey GOP Gov. Chris Christie, who was effusive in his praise for Obama and the federal government's initial response.

"The president has been outstanding in this and so have the folks at FEMA," Christie said on NBC's "Today."

It'll take several weeks to come up with damage cost estimates to determine whether FEMA's main disaster account will need more money.

FEMA has enough cash available to deal with immediate disaster relief, almost $8 billion, thanks to a six-month government funding bill passed in September and the new disaster financing system.

Raising a child who has difficulty managing their life situations, for that is what it is, isn?t difficult. But it is, usually, unintentional. Let me show you the mistakes parents often make. Every time, I encounter a bully, a class clown, a know-it-all, or a rude, depressed or underachieving child I see one or more of the following behaviors in the adults around them.

And then let me show you what to do instead. That requires commitment and awareness, but is ultimately more rewarding and, I suspect, more in line with the hopes you had when they placed that swaddled, wriggly baby in your arms.

Parenting Mistake #1:

The parents of Jane or Johnny may convince him/her that is s/he is the center of the universe, praising them for their looks, their accomplishments, giving them gifts and opportunities while, at the same time, signaling to them that their internal world doesn?t matter to them. They are likely to ignore the child?s values, their beliefs, their actions and their morals while, conversely, telling them that not only are they significantly important to mom, dad, grandparents, aunts and uncles, but everyone else as well. They only see the ?A? on the paper, not the thought, effort and insights that went into the grade. And they turn the child into a trophy for their adornment.

Parenting Mistake #2:

They will send a message that provocation is reason enough for hateful statements and actions. These parents teach through their actions and words that provocation is a justification for action and support the response of fighting ?fire with fire? even as the intensity of the exchange increases.

Parenting Mistake #3:

Parenting Mistake #6:

These well-intentioned parents expend a lot of effort to ensure their child never feels any discomfort, pain or failure. They plough all obstacles from Jane or Johnny?s path so that adversity never shows it?s ugly head. When Jane or Johnny forgets their school lunch they drive over to their favorite restaurant to purchase another. Then drive back to school to deliver it personally to their classroom.

Sending mixed messages, disregarding what is important to them, talking the talk but not walking the walk, lying or other questionable acts, exposing kids to parental anxieties, holding unrealistic expectations and protecting them from challenge or adversity ? these are the parenting behaviors behind many of today?s troubled children.

We must make sure we don?t create an environment around our children that confuses or frightens them. And, we must build their confidence in their ability to handle what life will throw at them, as unfair at times as that will most likely be. If we can do that, we will see our children thrive and rise to levels that will warm our hearts, even astound us.

To that end, we must provide the following steps:

Step #1.

Send clear and consistent messages. To that end, try creating a family mission statement. Examples might be: ?No big deal? meaning no matter what happens we?ll work it out. Or ?No empty chairs? ? we will let no individual issue stand in the way of us being together as a family. Or ?We practice the 4 ?R?s ? respect for the individual, family, environment, community.? These mission statements should be developed over time from a series of discussions during which all family members points of view are heard and integrated, giving each person a voice and demonstrating their value.

Step #2.

Give consideration and respect to those things they deem important. Ask them what they think, what is important. Do this when they are calm and engaged. Look after their things, respect their attachments, pay attention and consider their feelings. Don?t throw away that ratty toy while they are at school and without their permission. Don?t accept that party invitation on their behalf without consulting them. Instead ask them to identify some toys they are ready to part with (and don?t act on your feelings when they don?t select the toys you think they should throw out.) Ask them if they want to go to the party before accepting.

Step #3.

Show yourselves as strong, ethical role models who walk their talk. Be honest and truthful, assertive and straightforward in your dealings with children and adults alike. Make sure that what you?re doing is worth mimicking as mimicked you will be. Children are formidable observers and won?t hesitate to copy you whether they realize it or not.

Step #4.

Have belief in their abilities to manage challenges, academic or otherwise. Support them to manage challenges themselves and hold onto your own anxiety instead of handing the burden of it over to them. If they forget their lunch, assume they can manage, that they will find a way to sort it out, ask a friend to share theirs, or a teacher for to help. Don?t assume they can?t manage their challenges.

Step #5.

Provide a vision where kids see themselves as important, but equal, members of a community. Like everyone else, kids have both strengths and weaknesses and sometimes they need to be helped to see that. At times, sit down with them and ask them what is working and what isn?t in their lives ? at school, in the family, with their friends. Problem-solve with them so that everyone gets their needs met. Negotiate outcomes, compromise and, occasionally, just say ?No? when their needs really can?t be met.

No accidents

All this takes a little time, mindfulness and an awareness of our own behavior and the messages it is conveying. But the alternative levies far more of an exacting toll on our time and psychic energies. And more importantly, it damages our children.

Positive, strong parenting will show your children the way to life success; difficult children don?t occur by accident, nor do strong, confident, successful ones. Which parent will you be? The parent who cringes or the ecstatic one who beams (and maybe screams a little :-) ) with pride? The choice is yours.

(AP) ? Swiss banking giant UBS AG is to cut as many as 10,000 employees, or some 15 percent of its staff, to drastically shrink its ailing investment bank.

The news of the layoffs came as Switzerland's biggest bank posted another big loss for the third quarter. It said Tuesday that the job cuts are part of a strategy to shore up profits.

As a result, UBS said it needs to reduce its headcount to "around 54,000" by 2015, down from its current 64,000 employees in 57 countries.

Some 7,500 jobs are to be cut mainly in London and the United States, where UBS has a prominent building and trading operations in Stamford, Conn., near New York City. The other 2,500 cuts are to be in Switzerland.

Investors cheered the move and the stock was trading 5 percent higher Tuesday in Zurich at 13.80 Swiss francs. That's on top of the 7.3 percent rise on Monday amid speculation over the cuts.

The announcement of the job cuts came as the Zurich-based bank posted a loss of 2.17 billion Swiss francs ($2.31 billion) in the third quarter, in contrast to last year' equivalent net profit of 1.02 billion Swiss francs.

UBS blamed the loss on a 3.1 billion francs charge at the investment bank and an 863 million francs hit linked to an accounting rule on how banks must value their debt.

Banks can post gains if the value of their debt falls, because it would theoretically become cheaper for the bank to repurchase that debt. But the rule also says that when a bank's debt increases, it must take a write-down because it would theoretically have to pay more to buy back its own debt on the open market.

In what it called "a significant acceleration" in its transformation, the bank said it would sharpen its focus on the investment bank and appoint a new executive, Andrea Orcel, formerly of Bank of America Corp., to lead it. The current co-head of the investment bank, Carsten Kengeter, is stepping down from the group's executive board to unwind the non-core assets.

UBS said it also plans to save 3.4 billion francs in additional costs through 2015, but that the reorganization will result in restructuring charges of 3.3 billion francs over the next three years including about a half-billion francs in the fourth quarter.

UBS CEO Sergio Ermotti said the investment unit, which has been hit by a series of costly blunders in recent years, will "continue to be a significant global player in its core businesses."

But tighter industry-wide requirements for banks to increase their capital cushion also have hurt profitability as banks have less cash to invest.

"It can't get better than this point for us to act," he told reporters.

Ermotti, who took over in November after the discovery of unauthorized trading last year, has been downsizing the investment bank to meet stricter capital requirements and shrinking profits due largely to Europe's sovereign debt crisis.

Former UBS trader Kweku Adoboli has been facing trial in London this month on charges of committing fraud that cost the bank $2.3 billion. He has told the jury that the losses came after senior traders persuaded him to change from a bearish to a bullish point of view in July 2011.

But the bank also has been under fire on other fronts. In 2008, it was forced to seek a bailout from the Swiss government when it was hard hit by the financial crisis and its fixed-income unit had more than $50 billion in losses.

UBS is one of several global banks being investigated in the U.S. and other countries for alleged rigging of benchmark interest rates known as Libor, or London Interbank Offered Rate. In April, Ermotti said Switzerland's tax disputes with the United States and some European nations are "an economic war" putting 20,000 jobs at risk.

Switzerland has been trying to shed its image as a tax haven, signing deals with the United States, Germany and Britain to provide greater assistance to foreign tax authorities seeking information on their citizens' accounts in the Alpine nation.

But the tax agreements have drawn fire from Switzerland's nationalist People's Party, which won more than a quarter of the vote in last year's general election, with some lawmakers saying they will try to block the treaties through referendums.

Disarray, millions without power in Sandy's wake

PITTSBURGH (AP) ? The most devastating storm in decades to hit the country's most densely populated region upended man and nature as it rolled back the clock on 21st-century lives, cutting off modern communication and leaving millions without power Tuesday as thousands who fled their water-menaced homes wondered when ? if ? life would return to normal.

A weakening Sandy, the hurricane turned fearsome superstorm, killed at least 48 people, many hit by falling trees, and still wasn't finished. It inched inland across Pennsylvania, ready to bank toward western New York to dump more of its water and likely cause more havoc Tuesday night.? Behind it: a dazed, inundated New York City, a waterlogged Atlantic Coast and a moonscape of disarray and debris ? from unmoored shore-town boardwalks to submerged mass-transit systems to delicate presidential politics.

"Nature," said New York City Mayor Michael Bloomberg, assessing the damage to his city, "is an awful lot more powerful than we are."

More than 8.2 million households were without power in 17 states as far west as Michigan. Nearly 2 million of those were in New York, where large swaths of lower Manhattan lost electricity and entire streets ended up under water ? as did seven subway tunnels between Manhattan and Brooklyn at one point, the Metropolitan Transportation Authority said. The New York Stock Exchange was closed for a second day from weather, the first time that has happened since a blizzard in 1888. The city's subway system, the lifeblood of more than 5 million residents, was damaged like never before and closed indefinitely, and Consolidated Edison said electricity in and around New York could take a week to restore.

"Everybody knew it was coming. Unfortunately, it was everything they said it was," said Sal Novello, a construction executive who rode out the storm with his wife, Lori, in the Long Island town of Lindenhurst, and ended up with 7 feet of water in the basement.

The scope of the storm's damage wasn't known yet. Though early predictions of river flooding in Sandy's inland path were petering out,?colder temperatures made snow the main product of Sandy's slow march from the sea. Parts of the West Virginia mountains were blanketed with 2 feet of snow by Tuesday afternoon, and drifts 4 feet deep were reported at Great Smoky Mountains National Park on the Tennessee-North Carolina border.

With Election Day a week away, the storm also threatened to affect the presidential campaign. Federal disaster response, always a dicey political issue, has become even thornier since government mismanagement of Hurricane Katrina in 2005. And poll access and voter turnout, both of which hinge upon how people are impacted by the storm, could help shift the outcome in an extremely close race.

As organized civilization came roaring back Tuesday in the form of emergency response, recharged cellphones and the reassurance of daylight, harrowing stories and pastiches emerged from Maryland north to Rhode Island in the hours after Sandy's howling winds and tidal surges shoved water over seaside barriers, into low-lying streets and up from coastal storm drains.

Images from around the storm-affected areas depicted scenes reminiscent of big-budget disaster movies. In Atlantic City, N.J., a gaping hole remained where once a stretch of boardwalk sat by the sea. In Queens, N.Y., rubble from a fire that destroyed as many as 100 houses in an evacuated beachfront neighborhood jutted into the air at ugly angles against a gray sky. In heavily flooded Hoboken, N.J., across the Hudson River from Manhattan, dozens of yellow cabs sat parked in rows, submerged in murky water to their windshields. At the ground zero construction site in lower Manhattan, sea water rushed into a gaping hole under harsh floodlights.

One of the most dramatic tales came from lower Manhattan, where a failed backup generator forced New York University's Tisch Hospital to relocate more than 200 patients, including 20 babies from neonatal intensive care. Dozens of ambulances lined up in the rainy night and the tiny patients were gingerly moved out, some attached to battery-powered respirators as gusts of wind blew their blankets.

In Moonachie, N.J., 10 miles north of Manhattan, water rose to 5 feet within 45 minutes and trapped residents who thought the worst of the storm had passed. Mobile-home park resident Juan Allen said water overflowed a 2-foot wall along a nearby creek, filling the area with 2 to 3 feet of water within 15 minutes. "I saw trees not just knocked down but ripped right out of the ground," he said. "I watched a tree crush a guy's house like a wet sponge."

In a measure of its massive size, waves on southern Lake Michigan rose to a record-tying 20.3 feet. High winds spinning off Sandy's edges clobbered the Cleveland area early Tuesday, uprooting trees, closing schools and flooding major roads along Lake Erie.

Most along the East Coast, though, grappled with an experience like Bertha Weismann of Bridgeport, Conn.? frightening, inconvenient and financially problematic but, overall, endurable. Her garage was flooded and she lost power, but she was grateful. "I feel like we are blessed," she said. "It could have been worse."

The presidential candidates' campaign maneuverings Tuesday revealed the delicacy of the need to look presidential in a crisis without appearing to capitalize on a disaster. President Barack Obama canceled a third straight day of campaigning, scratching events scheduled for Wednesday in swing-state Ohio, in Sandy's path. Republican Mitt Romney resumed his campaign with plans for an Ohio rally billed as a "storm relief event."

And the weather posed challenges a week out for how to get everyone out to vote. On the hard-hit New Jersey coastline, a county elections chief said some polling places on barrier islands will be unusable and have to be moved.

?"This is the biggest challenge we've ever had," said George R. Gilmore, chairman of the Ocean County Board of Elections.

By Tuesday afternoon, there were still only hints of the economic impact of the storm. Airports remained closed across the East Coast and far beyond as tens of thousands of travelers found they couldn't get where they were going.

Forecasting firm IHS Global Insight predicted the storm will end up causing about $20 billion in damages and $10 billion to $30 billion in lost business. Another firm, AIR Worldwide, estimated losses up to $15 billion ? big numbers probably offset by reconstruction and repairs that will contribute to longer-term growth.

"The biggest problem is not the first few days but the coming months," said Alan Rubin, an expert in nature disaster recovery.

Sandy began in the Atlantic and knocked around the Caribbean ? killing nearly 70 people ? and strengthened into a hurricane as it chugged across the southeastern coast of the United States. By Tuesday night it had ebbed in strength but was joining up with another, more wintry storm ? an expected confluence of weather systems that earned it nicknames like "superstorm" and, on Halloween eve, "Frankenstorm."

It became, pretty much everyone agreed Tuesday, the weather event of a lifetime ? and one shared vigorously on social media by people in Sandy's path who took eye-popping photographs as the storm blew through, then shared them with the world by the blue light of their smartphones.?

On Twitter , Facebook and the photo-sharing service Instagram, people tried to connect, reassure relatives and make sense of what was happening ? and, in many cases, work to authenticate reports of destruction and storm surges. They posted and passed around images and real-time updates at a dizzying rate, wishing each other well and gaping, virtually, at scenes of calamity moments after they unfolded. Among the top terms on Facebook through the night and well into Tuesday, according to the social network: "we are OK," ''made it" and "fine."

Around midday Tuesday, Sandy was about 120 miles east of Pittsburgh, pushing westward with winds of 45 mph, and was expected to turn toward New York State on Tuesday night. Although weakening as it goes, the storm will continue to bring heavy rain and flooding, said Daniel Brown of the National Hurricane Center in Miami.

Atlantic City's fabled Boardwalk, the first in the nation, lost several blocks when Sandy came through, though the majority of it remained intact even as other Jersey Shore boardwalks were dismantled. What damage could be seen on the coastline Tuesday was, in some locations, staggering ? "unthinkable," New Jersey Gov. Chris Christie said of what unfolded along the Jersey Shore, where houses were swept from their foundations and amusement park rides were washed into the ocean. "Beyond anything I thought I would ever see."

Resident Carol Mason returned to her bayfront home to carpets that squished as she stepped on them. She made her final mortgage payment just last week. Facing a mandatory evacuation order, she had tried to ride out the storm at first but then saw the waters rising outside her bathroom window and quickly reconsidered.

"I looked at the bay and saw the fury in it," she said. "I knew it was time to go."

Out to Crunch: U.S. Energy Department Unleashes Its Titan Supercomputer

When fully operational, Titan will use a combination of computer and graphics processors to surpass the world's fastest supercomputers

In 2005 engineers at the U.S. Department of Energy's (DoE) Oak Ridge National Laboratory unveiled Jaguar, a system that would later be upgraded into a world-beating supercomputer. By 2011 it had grown to a room-size system that used seven megawatts of energy, ran nearly 225,000 processor cores and had a peak performance of 2.3 petaflops, or 2.3 quadrillion calculations per second. Topping Jaguar, albeit necessary to deliver ever more complex modeling of sophisticated energy challenges, would not be easy.

Simply adding more CPUs, or central processing units, to scale Jaguar to 20 petaflops would require enough energy to power 60,000 homes. To best their own record, the Oak Ridge engineers instead turned to video games?or more precisely, to the graphics processors used in Microsoft Xboxes, Nintendo Wiis and other video game systems.

As of Monday Jaguar becomes Titan, a supercomputer that leverages both CPU and GPU (graphics processing unit) accelerators to deliver 10 times the performance of Jaguar with more than five times the power efficiency.
?
The key to Titan's speed and efficiency is a design that uses more than 18,500 NVIDIA GPUs, along with nearly 300,000 CPU cores, which typically form the foundation of high-performance computers. The GPUs account for about 90 percent of the system's computational performance and enable Titan to remain roughly the same size as Jaguar.
?
When fully brought up to speed, Titan (a Cray XK7 system) promises to be the world's most powerful open-science supercomputer, even more powerful than the DoE's Sequoia, a 16.3-petaflop IBM Blue Gene/Q system crowned the world's fastest supercomputer in June. Sequoia differs from Jaguar/Titan, which placed sixth on the list, in that Sequoia is used exclusively by the DoE's National Nuclear Security Administration to monitor U.S. nukes. Titan will be used by a variety of researchers for a variety of projects.

Titan will initially support a handful of key projects at Oak Ridge, including Denovo, simulation software that models the behavior of neutrons in a nuclear power reactor. Oak Ridge's engineers designed Denovo for Jaguar as a way to help extend the lives of the U.S.'s aging nuclear power plants, which provide about a fifth of the country's electricity. Running Denovo, Titan will take 13 hours to model the complete state of a reactor core at a specified point in time, a job that took Jaguar 60 hours to perform.

"The ability to burn nuclear fuel uniformly is very much dependent on knowing and being able to predict the distribution of neutrons in the core," says Tom Evans, a computational scientist at Oak Ridge's Consortium for the Advanced Simulation of Light Water Reactors (CASL), which created Denovo. Titan will enable much more precise simulations.

Titan calculations will also be used to provide nanoscale analysis of materials used to build electric motors and generators as well as model the burning of a variety of fuels in internal combustion engines. Still another application will simulate long-term global climate. A sizable amount of Titan's capacity in the coming year will be devoted to the DoE's Innovative and Novel Computational Impact on Theory and Experiment program (INCITE), which invites academia, government researchers and industry to apply for access to the supercomputer for their various projects.

The performance comes at a price, however. Because Jaguar used only CPUs, its computer architecture was simpler, which in turn made it easier to write its software. "The algorithmic complexity to write that code for a machine like Titan is momentous," Evans says. "For us, first and foremost is getting the CPUs and GPUs to work together."
?
Titan may be cutting edge, but Evans already has a hankering for more computational power. Ideally, Evans and his team want to do complete, high-fidelity 3-D simulations over a full reactor depletion cycle, which requires calculations at many reaction state points?not just a single point in time. Despite its horsepower, even Titan may not be able to achieve this. "We want to push the envelope, but the reality is that Titan's not going to get us there yet," Evans says. The computing resources required to do this are significant, and Evans points out that he and his team don't have Titan all to themselves. It looks like the engineers had better get cracking on Titan's successor.

Hurricane Sandy Provides Business Opportunities In Queens

NEW YORK, Oct 30 (Scott DiSavino) - Hurricane Sandy slowed or shut a half-dozen U.S. nuclear power plants, while the nation's oldest facility declared a rare "alert" after the record storm surge pushed flood waters high enough to endanger a key cooling system.

Exelon Corp's 43-year-old New Jersey Oyster Creek plant remains on "alert" status, the U.S. Nuclear Regulatory Commission (NRC) said early Tuesday. It is only the third time this year that the second-lowest of four emergency action levels was triggered.

The alert came after water levels at the plant rose by more than 6.5 feet (2 meters) above normal, potentially affecting the "water intake structure" that pumps cooling water through the plant, an NRC spokesman said.

Those pumps are not essential since the reactor has been shut for planned refuelling since Oct. 22. However, a further rise to 7 feet could submerge the service water pump motor that is used to cool the water in the spent fuel pool, potentially forcing it to use emergency water supplies from the in-house fire suppression system to keep the rods from overheating.

On Tuesday, an NRC spokesman said the levels reached a peak of 7.4 feet -- apparently above the threshold. As of 6:10 a.m. EDT waters were at 6.5 feet, with the next high tide at 11:45 a.m. He said the company had moved a portable pump to the water intake structure as a precaution, but has not needed to use it.

Exelon said in a statement that there was no danger to equipment and no threat to public health or safety.

"Right now there's no imminent threat of releases. There's no protective actions around the plant," Federal Emergency Management Agency Administrator Craig Fugate said on the Today Show.

"Some of these reporting requirements are due though to the severity

of the storms. That they have to make these notifications based upon

conditions, that does not mean that they are in an imminent threat at

the plant," Fugate said.

The incident at Oyster Creek, which is about 60 miles (95 km) east of

Philadelphia on the New Jersey Coast, came as Sandy made landfall as

the largest Atlantic storm ever, bringing up to 90 mile per hour (mph)

winds and 13-foot storm surges in the biggest test of the industry's

emergency preparedness since the Fukushima disaster in Japan a year

and a half ago.

Despite the alert -- which is a serious but not catastrophic event

that signals a "potential substantial degradation in the level of

safety" -- the U.S. nuclear industry was broadly seen having passed

the test. About a dozen alerts have been issued in the past four

years, according to NRC press releases.

On Tuesday morning, the NRC said that Entergy Corp's Indian Point 3

automatically tripped offline at about 10:41 p.m. last night due to

fluctuations in the power grid caused by the storm, while Public

Service Enterprise Group Inc's Salem Unit 1 was manually shut down at

1:10 a.m. due to a loss of "condenser circulators" due to the storm

surge and debris.

SPENT FUEL

The relatively small 636-megawatt (MW) Oyster Creek plant earlier

experienced a "power disruption" at its switch yard, causing two

backup diesel generators to kick in and maintain a stable source of

power, Exelon said.

The NRC spokesman said the company could use water from a fire

suppression system to cool the pool if necessary. The used uranium

rods in the pool could cause the water to boil in about 25 hours

without additional coolant; in an extreme scenario the rods could

overheat, risking the eventual release of radiation.

The concerns over the status of the spent fuel pool at Oyster Creek

was reminiscent of the fears that followed the Fukushima disaster last

year, when helicopters and fire hoses were enlisted to ensure the

pools remained filled with fresh, cool water. The nuclear industry has

said that the spent fuel rods at Fukushima were never exposed to the

air.

Nuclear plants must store the spent uranium fuel rods for at least

five years in order to cool them sufficiently before they can be moved

to dry cask storage containers.

Exelon spokesman David Tillman said Monday night the plant has

"multiple and redundant" sources of cooling for the spent fuel pool.

He said he did not know whether the service water system was

operational last night.

The plant uses pumps to take in external water that circulates through

a heat exchanger used to cool the internal water that surrounds the

rods, keeping them from overheating.

Among other units, Constellation Energy Nuclear Group's 630-MW Nine

Mile Point 1 nuclear power reactor in upstate New York did shut due to

a problem putting power onto the grid, although it was not clear

whether the trouble was related to the storm.

In addition, Sandy caused power reductions at both units at Exelon's

Limerick nuclear plant in Pennsylvania and one unit at Dominion's

Millstone plant in Connecticut.

European fashion buyers look to Nigeria

(AP) ? A model struts the runway wearing a flowing newspaper print gown in this African megacity where international high-end fashion buyers are looking beyond the country's bleak headlines to uncover the next new thing.

There have been steady efforts to turn Lagos, a city with a fearsome reputation, into a fashion destination. They reached new heights at the MTN Lagos Fashion & Design Week that ran from Oct. 24 to 27 and drew European high-fashion brands such as the United Kingdom's Selfridges & Co. and Munich-based MyTheresa.com to Nigeria for the first time.

Ituen Basi's newspaper inspired Spring/Summer 2013 collection was among 39 collections spotlighted at the city's latest major fashion week. The Nigerian's collection evoked fun and glamour through its use of print and color ? characteristics which have come to define the vibrant local fashion scene.

With local brands seeking wider platforms and international retailers hungry for novelty, designers and buyers see opportunities for collaboration.

"There's something about the fresh, the unknown, the possibility of seeing a new brand springing forth into the limelight. ... These are becoming interesting to people outside Nigeria," said Omoyemi Akerele, the fashion week's founder and creative director.

An encouraging response to African-inspired designs by top Western labels gives buyers confidence that designs straight from the continent will also sell.

"Over the past few seasons, there's been a strong trend for print," said Bruno Barba, the brand public relations manager at Selfridges. "If you look at the collection of Burberry inspired by Africa last year; there was also Vivienne Westwood, Paul Smith. ... They've made that inspiration quite mainstream now. So, for us, it was interesting to take that trend and take it from its roots in Africa."

Online retailer MyTheresa.com, which ships top designers' clothes including Miu Miu, Givenchy, Lanvin and Isabel Meron to clients in 120 different countries, is also looking for products in Nigeria that will sell well. The company hopes that will set it apart from the competition in a fast-paced industry.

"For me, Nigeria represents a fun individualism," the company's buying director Justin O'Shea said. He also said that MyTheresa.com was looking to work closely with designers and adapt products for their clientele if needed.

Previously, several Nigerian designers have helped put the West African nation on the global fashion map.

Deola Sagoe has gained recognition from U.S. Vogue editor Andre Leon Talley and Oprah Winfrey. London-based Duro Olowu is considered one of Michelle Obama's favorite designers. Maki Oh has dressed American singer Solange Knowles and Hollywood actress Leelee Sobieski from her Lagos workshop. Jewel By Lisa, who has also dressed celebrities, designed limited edition BlackBerry mobile phone skins and jeweled cases for Canadian manufacturer Research In Motion Ltd.

While looking to Nigeria could bring much-needed novelty to clothes targeted to Western audiences, it could also endear a Nigerian clientele. Though the majority of the nation lives on less than $2 a day, the nation's wealthy elite ? including upstart business owners, oil industry executives and corrupt politicians ? have a growing appetite for top-shelf brands. Luxury goods stores are increasingly opening in a country where seemingly gratuitous displays of wealth are the norm.

"Nigerians are part of our Top 10 highest-spending foreign customers," Barba said. "It felt right for us to try and find a response that would appeal to them, excite them and be over and above what they already buy, almost as a recognition that they're an important part of our consumer base."

Jason Erik Lundberg is a USian now living in Singapore, and the author of several books of the fantastic ? The Alchemy of Happiness (2012), Embracing the Strange (2012), Red Dot Irreal (2011), The Time Traveler?s Son (2008), and Four Seasons in One Day (with Janet Chui, 2003) ? one children?s book ? A New Home For Jia Jia and Kai Kai (2012) ? and more than a hundred short stories, articles, and book reviews. He is also the the founding editor of LONTAR: The Journal of Southeast Asian Speculative Fiction, series editor of Best New Singaporean Short Stories, and editor of Fish Eats Lion (2012), A Field Guide to Surreal Botany (2008), and Scattered Covered Smothered (2004). Jaym Gates: Jason, thanks for taking the time to discuss Red Dot Irreal your new collection from Math Paper Press. ?Bogeyman,? the first story in the collection, is an action-packed steampunkish tale of magic, romance and adventure. Was this story inspired by any historical tales?

Jason Erik Lundberg: Not from any specific tales per se, but I was inspired by legends of the Bugis, who were a seafaring ethnic group in the mid-1800s and were known to be quite fearsome throughout the Indonesian archipelago. I?ve lived in Singapore for the past five and a half years, and I love the idea that such a squeaky clean paternalistic country was once a popular haven for regional pirates (although quite likely different from the ones presented in the third Pirates of the Caribbean movie). I also found it fascinating that the stories brought back by British sailors about the ruthlessness of the Bugis led to the more generic term ?bogeyman? as a way to frighten children into behaving themselves.

I initially wrote this story as a challenge for a pirate-themed anthology edited by Ann and Jeff VanderMeer called Fast Ships, Black Sails. And they quite rightly rejected it; the pirates are largely off-stage for most of the story, only making an appearance near the end. However, to my surprise, Bill Schafer bought it for Subterranean Magazine right afterward, and I was honored that it was published in the magazine?s final print issue.

JG: I think ?Wise Fish? was my favorite in the collection. The hominess of a good curry contrasts with the inevitable ending of the story. Food is an art form, passed down through families, influencing memories and offering insights into culture. Do you have a particular meal or dish that has special significance to you?

JEL: Chicken curry dwan, which is a dish that my mother has been cooking since I was a kid. Actually, I think she may have invented it, since a Google search only turns up my own blog entries on it. But the ingredients are chicken breasts, broccoli spears, Cream of Chicken soup, mayonnaise, evaporated milk, grated American cheese, lemon juice, bread crumbs, butter, and curry powder. Definitely not something to eat if you?re watching your weight, which is why we only ever have it on special occasions.

But there?s something about the way my mother cooks it that 1) makes me want to eat until I?m absolutely stuffed, and 2) takes me back to every other occasion in which she has cooked it. Through all the five senses, the dish evokes nothing but positive memories and associations, a sense of home and family and contentment.

JG: You recently became a book editor at Epigram Books, a publisher specializing in Singaporean fiction, and the editor of LONTAR, a new literary journal. What are some of the defining themes and characteristics of the fiction coming out of Singapore and surrounding areas, and how does it differ from what comes out in American publications?

JEL: Much of Southeast Asia is still dealing with the aftermath of colonialism, and all the hang-ups that come with systemic cultural inferiorization by the British, Dutch, and other Western powers. Because of this, the feeling is that local literature is automatically not as good as that from the UK and USA. In Singapore, this mindset, along with the overarching soft authoritarianism that pervades the culture, leads to authorial insecurity and self-censorship especially in young writers, so that they feel that they need permission to write, and then still hold themselves back from certain topics or issues because they might ?get in trouble.?

Of the fiction published in Singapore, much of it is quite introspective and psychological, and wrestles with all of these post-colonial notions in various ways. Drama and poetry are still the favored literary genres here, and so prose doesn?t have as much of a footprint in the landscape yet. But the most exciting fiction-writing coming out of the country today is from the under-45 crowd, those who were born after Singapore?s independence, and who are not as preoccupied with the country?s obsession with nation-building. These writers are the beneficiaries and challengers of globalization, and have a cosmopolitan maturity and sense of connectedness that make their fiction more accessible and outward-looking. This can be seen in the fiction of established writers such as Dave Chua, Alvin Pang, Alfian Sa?at, Jeffrey Lim, and Cyril Wong, as well as newer writers I?m particularly excited about, such as Stephanie Ye, Wei Fen Lee, J.Y. Yang, O Thiam Chin, Amanda Lee, and Daryl Yam.

JG: Can you talk about LONTAR and what you?re hoping to do with that?

JEL: LONTAR is a new quarterly literary journal focusing on non-realist writing from and about Southeast Asia. The journal is published and distributed by Math Paper Press in Singapore, and the first issue will be released in March 2013.

The last couple of years have seen a blooming of SF anthologies from Malaysia, the Philippines, and Singapore (including my own Fish Eats Lion, launching at the 2012 Singapore Writers Festival), and although one-off anthologies and anthology series are great for accruing a representative sample of works in a given year, it is even more important to keep the conversation going all-year round. By providing a continual venue for this particular flavor of writing concentrating on this particular part of the world, it is hoped that 1) SEA writers working in the English language will have an ongoing platform for which to express their cultures, traditions, mythologies, folk religions, and/or daily lives, and 2) non-SEA writers will see Southeast Asia as a fertile ground for speculative storytelling and move beyond the touristy exoticism that frequently pervades the minds of those unfamiliar with the region. Above all, LONTAR is engaged with publishing speculative fiction, non-fiction articles, poetry, and sequential art from both SEA and non-SEA writers, in order to spread awareness of this literature to readers who might not normally be exposed to it, and to celebrate its existence and diversity within the region.

The premiere issue of LONTAR will present speculative writing from and about the Philippines, Malaysia, Cambodia, Singapore, Laos, and Vietnam. Showcased are a post-apocalyptic Manila from Kate Osias, a utopian Kuala Lumpur from Zen Cho, a haunting military excursion down the Yellow River from Elka Ray Nguyen, and a reprinted novelette about a young Laotian journalist?s place in the sensationalist future of news reporting from award-winner Paolo Bacigalupi; speculative poetry from Chris Mooney-Singh, Ang Si Min, and Bryan Thao Worra; and an unusual exploration of Philippine magic systems from Paolo Chikiamco.

JG: Your bio states that you are a Buddhist lay practitioner. Do you see this reflecting in your stories and themes, or has there not been much effect?

JEL: I think it absolutely has filtered down through all aspects of my writing, although I try not to be preachy about it. Because I?m naturally a skeptic, I approach Buddhism more as a life philosophy than a religion. Its central tenets are compassion, interconnectedness, and consequence, and I?ve examined all three of these themes in my short stories, and especially in the novel that I just recently finished writing. Some are a bit more obvious (karma and reincarnation in my story Complications of the Flesh, which was published in Bull Spec and has just been released as an individual ebook on Smashwords), while some are much more subtle (the poisonous effects of holding onto hate in my yet-unpublished short story King of Hearts).

I?ve slipped a bit as of late, and wish that I would spend more time meditating and reading the various Buddhist texts such as The Dhammapada and the more practical contemporary books by monastics such as Cultivating a Compassionate Heart by Venerable Thubten Chodron (who is my guru). I feel like I?m starting to get to the point in my career where things are beginning to take off, and unfortunately a casualty of this has been my spiritual practice; I need to do a better job of reincorporating this into my life.

JG: What projects are you working on now, and what can we expect from you in the near future?

JEL: I?ve just recently finished a 120,000-word novel called A Fickle and Restless Weapon that, in all, took me six and a half years to complete. Here?s my elevator pitch for the book: ?A Calvino-esque psychological novel about transnational characters using varied art forms to cope in a Southeast Asian surveillance state. With explosions.?

I?m sending the manuscript around now to my first readers, which is a terrifying prospect. No one else has seen this work but me for the last 78 months; I?ve put all of myself into it, and it?s a bit like baring my soul to the world, so to speak. Once I get their feedback, I?ll go through another round of revisions, and then hopefully submit it to agents in the US starting in early 2013.

But as for the next several months, I?ve got quite a lot of things coming out. *deep breath*

In October, I will release a revised edition of my 2001 limited-edition chapbook The Curragh of Kildaire as a free ebook, with a brand-new 3,000-word afterword written especially for this edition. I?m doubly excited because I?ll be reproducing the ?electronic woodcut? illustrations that Jamie Bishop created for the original chapbook. All of the profits from the sale of this ebook will be donated to charity: 50% to the Jamie Bishop Scholarship in Art & Design at LaGrange College, and 50% to the The Brady Campaign to Prevent Gun Violence.

In November, Math Paper Press (who published Red Dot Irreal) will launch an anthology that I edited, Fish Eats Lion: New Singaporean Speculative Fiction. They will also be releasing my hybrid-essay in chapbook form called Embracing the Strange: The Transformative Impact of Speculative Fiction, which began life as a plenary lecture cum memoir delivered to Singapore?s best and brightest young creative writers earlier this year.

In December, Infinity Plus Books will be releasing two ebook collections: a second edition reissue of Red Dot Irreal, with three additional stories, including one written especially for the new edition, called Occupy: An Exhibition; and The Alchemy of Happiness, which will feature two previously-published stories, a brand-new novelette called?Always a Risk, an electronic reprint of Embracing the Strange, and an interview with Singaporean writer and editor Wei Fen Lee.

And then in March 2013, Math Paper Press will release issue #1 of LONTAR, and Epigram Books will launch the first volume of Best New Singaporean Short Stories, a new biennial anthology series I am in charge of curating. Short stories are my first love, and I?m so glad to be able to spread this love with my new editorial duties.
